SOTC TRAVEL LIMITED. - Duplicate payment not refunded

We organized a trip to Kenya through SOTC. They sent a payment link. I paid * lakhs through the payment link but their portal showed transaction failed, while the money was debited from my account. I subsequently paid another * lakhs to make sure the transaction went thinking the first transaction amount will be refunded due to the failed transaction. This was in March ****. Since then I have requested HDFC bank to look into the duplicate payment, they said SOTC gladly accepted the money in both cases. Then I contacted my travel agent (Raghu Rachaboina) and first he gave me the run around, then stopped taking my calls, then I went to their office and tried to get my money back. All of no avail. IT has been more than a year since and am yet to see my * lakhs refund.
