Cadbury dairy milk silk - Dairy Milk is rotten and smelly

I had ordered dairy milk silk heart edition for my sister in order to gift her but when she opened it, it was all smelly and had some kind of bacterial growth on it.
Now I ask who would have been responsible had she eaten that and how is it acceptable to not meet basic health standards when the product is expired.
