Elite Elevators K Ramanathan Co - Cancelled order due to delays NO Refund

Placed an order for Stairlift from Elite elevators and due to delays on their end, cancelled the order
After cancellation, they are refusing to refund the advance payment. This stairlift was for my aged cancer fighting mother

Timelines as below
*. Placed initial order and payment of Rs * LAC on ** MAY ****
*. Survey of site done on ** MAY ** with an expected promise to provide the drawings in *-* working days
* .We received the initial drawings on **th JUNE **** end of day after repeated follow ups
*. From Tuesday **th June we waited till **th June * PM to just have a phone call with the Sales person where he said that to get a good pricing, we will need to revise the drawings and will give you the final quotation by Friday - **th June .
If the drawings needed to be revised, we could have got the conversation done on * JUNE itself before they were sent? Why wait after the drawings came
Then as expected, **th June no response for the pricing.
* Then finally on **th June by EOD as there was no response we cancelled the order
*. Then it took us another ** days and numerous phone calls/messages to get the answer that no refund will be given.

Senior mgmt is a hidden entity - no escalation details provided.

Even receipt of the initial funds of Rs * LAC sent have not been provided
