Aeronet Travtour Private Limited - cancellation due to covid but no refund

so i booked my package for kashmir for * pax from **-**st jan'** . i got contracted with covid on **th jan due to which i could not continue with my trip. i booked the entire package via AERONET travtour pvt ltd.

now the agent has recieved complete refund from all the hotel with zero reduction apart from KhYBER resort for which khyber has given an extension upto **th June **** to which i agreed upon

for the flights i had air asia and go air. Air asia has given complete refund back to the agent and Go air the agent is still in talks for the refund.

the Payment for this trip has been made in full to the agent

now agent is denying of the refund and saying that he will deduct INR **,*** per pax as their service charge and remaining money wont refund me but will give credit note.

my complaint here is

- do they have the right to deduct these charges in case of COVID cancellation as all airlines and hotels have given the money back then why cant they. At the time of booking i have mentioned in the mail that on the outset of covid-** if due to any restriction if i am unable to take the trip i should be refunded or credit note offered to which no service charges were informed to me which will be deducted from the agent end. After this mail only i made the transaction.

kindly assist as i feel i am being cheated here
