Kundu Special Kolkata - Cancellation charges deducted for a trip cancelled due to Covid emergency

We had booked Kashmir package with Kundu special on **th April ****. On **th April after the lockdown announced in Delhi and increasing Covid scenario i requested the travel agency to cancel my trip. I was shocked when they deducted **% cancellation charges as per usual policy. This is unacceptable since the cancellation policy states during emergency either full refund or only **% should be charged as cancellation amount. This is completely unethical and should be handled with strict measures
