Indigital - Cable Operator not providing proper service

We purchased a HD package of indigital for **** of an year.. from last * months our set top box is not working properly we called the cable personal *-* times yet he ignored the complaint. Finally when he came to collect the box for repair took a repair charge of ***.. The set top box is not been returned to us from last * month now when we call him he is asking for more **** rs. As we refused to pay the additional cost he denied to return the set top box.. when we asked for a refund of **** and cancellation of the cable is refuses to do that also. Please help us!
We don't have the bill as he takes the sign of the customer on the register that he maintains.
