Central Mall - Billing of paper bag along with articles

I visited NCM Mall on dated **/**/****. I purchased a Pent and T-shirt from Central Shopping Mall (A Division of FLFL) in NCM Mall at **.**. Total bill was Rs. **** and cashier Mr Rakesh Kumar was saying if you want the carry bag then you have to pay Rs** more. I told him it should be completely free with shopping but he was not agreed for this.
That time I paid Rs** more for a paper carry bag. I felt this was insulting me. After paying complete Rs.**** they gave me a paper bag.
Why we have to pay for this to a shopping mall even it is completely free? Find the attachments for the bill of articles and paper bag as evidence.
