VTP Reality - Amount charged as priority token amount not refuned

Token amount charged at the time of initial booking is not being refunded. This booking amount was charged by builder even without having Rera registration number. After multiple follow ups for agreement they failed to comply and when requested for refund the builder is denying refund of token amount.
