Vistara Airlines - Airline not refunding ticket cost

I had made a booking for Vistara Airlines using budget air portal for journey from BOM to VNS on **th Dec. Journey was for **rd Dec as we had a death of our relative located in Varanasi. Amount was deducted and reference number (QKE**K) was received but complete details was not being shown. I contacted Vistara and they said that booking is not confirmed and it is auto cancelled. Same words were repeated by two agents as I had to make sure. They also told that if the amount is received, it will be refunded. I checked the website again and details were gone too related to reference number(QKE**K). Since we had to fly urgently and thinking of these words as an assurance, I tried booking another ticket with Air India airlines as I did not want to risk more such money with Vistara. After booking I got confirmation within couple of minutes from Air India (YP*VN) and it was successful.

However after * to * hours of booking failure, Vistara messages me saying that booking is confirmed and when contacted they said they will not refund and blamed the issue to budget Air. Gave their incorrect number for me to deal with them. I begged for help as to reschedule the ticket as return instead of wasting hard earned money, but it went useless and unheard.
