Indian army transport parcel service - Advance Paid But Package not yet delivered

I saw an advertisement through OLX while looking to buy a Television as Mr. Pramod Kumar CISF Constable selling his home appliances for lowest rates as he has been transfered from this city. I then had a call through his Mobile # ***** ***** asking to provide his residence address to check on the products physically. He refused as visitors not allowed inside Army camps whereas he sent pics of those items. The amount has been finalized as Rs. **,*** to purchase **inch Samsung LED TV, * door Refrigerator & *.* tom Air conditioner. He asked me to pay **% as advance to confirm the purchase and arrange to deliver it by Friday **th June ****. I paid Rs. ****/- through Gpay. Then he confirmed me that these items will get delivered by **am to **pm on the mentioned date. On the date of delivery, he asked me to pay Rs. *,*** (GST + insurance + handling charges) immediately as the package needs to be released from Indian Army Transport service. He also shared me a receipt mentioning as the package is from Indian Army Transport Service. But I refused to make this payment instead I confirmed that I will make the balance payment once all the said items gets delivered to my address. If not I asked him to repay the advance amount. After this he again called me and forced me to accept the pack by paying Rs. *,***/- but I still refused to accept and asked him to repay the paid advance.
