Fashion Decade - Wrong Product Delivered

On **th March, I approached an online seller of shoes on Instagram, named fashiondecade****, after seeing an ad. We chatted over Instagram Direct Messages, and I placed an order on the same day. I paid *** in advance through online payment, and paid the rest **** in cash when the shoe was delivered on **st March. The wrong product was delivered, and I immediately contacted the seller again on Instagram. He saw the messages but did not reply. I found his contact number in the bio of his Instagram page and tried contacting him by calling as well as through Whatsapp. The seller has now blocked me on all platforms and is not responding at all. I want either a re[placement or a refund of all ****.
