Teevra edutech pvt ltd - Website Product and service not delivered

Last year in September **** , i purchased a product of website making and service , the website worked till may **,**** untill I received an email from the company that it has been dropped and they asked me to take freelancer help for further website development which I denied and asked them for the refund. Even after multiple follow up , the refund has not been made and the persons from company has blocked my number and not responding me to my email and msgs. Kindly help me resolve this issue
