Phonepe - UPI transaction money is deducted but merchant not paid

I made a payment for Jio Postpaid bill on **rd September, **** using PhonePe. The transaction was successful and the money was deducted from the account, however, the merchant never received the money. After ** days of follow-ups, Phonepe said that the money is transferred to the merchant, but Jio hasn't received any payment.
