Acorn Travels - Travel agent fraud

I bought a travel package for FIFA WORLD CUP from Jignasa Desai of Acorn Travels in December **** for * people. On her demand, I paid her an advance of INR ***,***/-. She issued me fake tickets or maybe tickets that existed on the Aeroflot website then but she cancelled them later. In March **** she told me that the package is cancelled. After a lot of following up, she had returned me half of my advance but still owes me INR ***,***/- Now she refuses to take my calls, answer my WhatsApp and email messages. In totality, she is ignoring me and had no intention to pay me back. Please guide me.
