health department govt of Odisha - salary held of My mother from 2014 November

my mother Sunita kar, ex-health worker of sirsa chc..now the transfer had made to gorumohisani c.h.c
But her salary held from last * years (from Nov ****).she need V.R.S now for his health illness..the salary has been withheld coz of the supervisor had not submitted..may be I m not sure what the hell is with that supervisor..but we have proof of his medical certificate..that she is a bipolar patient.doctor has treating her for this bipolar disease and she stayed in her headquarter .our patients is going to end ..why she works freely if she is not getting value of her work .this department should shut out this problem very early ..but it has been now * year's.. we all gave lots of application regarding this matter to the Cdmo and visited also personally.but no result.she is suffering a lot due to this.la need quick action of release her payment ..
I need quick action..she has diagonsised that she is a bipolar patient.and I m pretty sure u know very well what a bipolar disorder..law also mention that nothing will be discriminate a mentally suffered patient.
