Thomas Cook india ltd - Refund not initiated

I had ordered a Forex card loaded with ***$ from Thomas cook. I had talked with Amol Agre, Foreign Exchange Expert, Thomas Cook India Ltd, Ebiz Team and Kangkan Kalita, Thomas Cook, Guwahati, Axom. However, they couldn't issue the card which they promise to issue over the call the very previous day of booking. They again did their fake promise for doing the refund within * days however, its been * days, and the refund is not yet initiated. When I asked for the refund reference number Amol Agre told me to hold the call and never answered back.
