Autosolution - Refund Not Done

I met the seller, Mr. Gaurav (owner of Autosoultion - Gurgaon), through OLX. I visited his home/garage on Feb **. I inspected the car & took the test drive of XUV ***. I checked the car, documents and took photos. I agreed to buy the car in INR **,*****.** and paid him the advance money of INR **,***.**
Later, Gaurav insisted that he will initiate the paperwork only when I transfer him full money. I offered him to give a bank guarantee for the product transfer which he refused by saying “for a ** lakh rupees car, I don’t want to get in all this. If you want to buy the car, transfer me the whole money or just take your token money back”
I had no option but to accept the refund back as I did not want to transfer the whole money without any assurance. So, I accepted to take the token money back. Mr. Gaurav has not returned the money yet. He has stopped picking up my call.
