DEV Hand Printers Avani Handloom - Product not delivered

Hi,
The seller DEV hand printers (sub-business name Avani Handloom), is based bagru, jaipir. The seller named santosh chippa, DM in Instagram and said he does both retail and wholesale business and said will send the latest collections every day to my mobile no. Since I do a small home-based reselling I agreed to receive his collections. After a month or two I decided to place an order with the seller as the collections looked good. i placed order for two item and asked whether he can do a dropshipping. he agreed but said I need to transfer the actual price to him first and then only he can initiate for shipping. I bank transferred him the amount of rs.****/-. After receiving the money, he ignored replying to my messages. He didn't ship the product on time, so I asked him to refund the money back, but he is dodging me, its almost going to be a month, but he hasn't transferred my money back.
