Insta.worl_ - Product not as described scam

Saw an Instagram ad at insta.worl_ for wireless earphones that cost ****. Contacted on WhatsApp on ** July. He sent me the pictures and photos and I agreed for cash on delivery. The package arrived containing a trash blue box that was not at as described. I realised the product was worth *** Rs cheap and low quality. I could not return it to the delivery guy. I contacted him for * weeks straight. He blocked my number. I contacted him on his Instagram website number he started making the excuse that its a wrong number.
Please help me catch this guy. This scammer needs to get punished.
