RSH Infratech Pvt Ltd - Plot Registry not carried out and not refunding deposited amount

I had purchased plot with agreement. Total amount I had paid. After that builder told now registry is closed by the govt. Then I request builder to refund my money they told we will sold your plot to some other person and refund your money. Still I did not get my hard money back. All the payment i had given through cheque. Please help me out
