Shoba properties - Plot booking cancellation fee refund issur

I had booked the residential plot in Nov'** by paying Rs.***** in Mysore. Due to some document required for legal verification it took more than * months from the developer & delayed because of Covid-** situation, am forced to cancel the booking for personal reasons & the property owner telling now that he will refund only *****. There is no cancellation clause found in the booking form or receipt & not even informed us while booking. I requested to refund the booking amount in full but no response from him.
Kindly suggest.
