Superfast Courier Services - Package not delivered and seller refusing refund and losses

My father sends a parcel to Germany from Superfast Services Courier & Cargo, ***, Prabhu Ali, Girnar Bldg, Mandai, Bhiwandi, Maharashtra - *** *** on **th December. And the company agreed to get it delivered in a maximum of * days.
First, he sent the parcel from Bhiwandi to Mumbai after *-* days, which got it delayed initially. It's been * month and ** days now and the parcel didn't reach Germany. He kept lying that the parcel is already in Germany and will reach the recipient shortly, but it never reached. When asked several times, he gave the tracking number. And when tracked by the tracking number he gave, the parcel just reached London from Mumbai and has never been sent to Germany. I enquired with Parcelforce UK courier service and they said that they are sending it back to the sender in Bhiwandi and you will definitely get a refund from the Superfast courier.
In the parcel were some important items and also some perishable items worth Rs **,*** and the courier fee was *,*** Rs. When asked for a refund, the owner refused. I had an immense loss, and we would like to lodge a complaint against this courier service. Also, if you check the google reviews of this courier service, **% of the reviews are bad. Some of them are worst service, parcel not delivered for over ** days, illiterate staff with no manners to talk, etc.
The seller is unable to give proof of when he sent the parcel from Mumbai Airport. Also, he is not giving a refund as per the rules or he shouldn't have taken it if he could not deliver. He has no reason it was undelivered, and if this is the case, he should bear the losses worth **,*** Rs and also refund the courier charges worth Rs *,*** Rs.
I want to file a legal complaint against this company and the owner and would claim *,**** Rs against him as he is the one responsible for my losses.
