Icanchoice - No refund issued after cancellation of order

Mr jageon roy run a youtube channel, one day he announce a startup icanchoice.in ,i belived on him and make a two order oid ** and oid ** of realme * pro for **** and hrx shor for *** payment done by citi credit card on ** sep ** but product was not delivered even after ** days and i am stayi g nearer to him. On ** sep** i cancelled my order after several call he not attended. He reply on whats app refund will be issue in *-* working days but not done. I suspect him because his addres was shown on site is tezpur aasam but now ahown as guwahati aasam both are far away , i am staying in chabua nearer to him.
