- No communication from builder on my booking of flat ^Open

I have bought a flat in Mayfair Heights, Jaipur. My flat no. is ***. At the time of allotment, I was being told that the possession will be given within * months. Now it's been more than ** months are over and still, I have not got the possession. I am facing mental agony from the builder that he told before that I have not booked any flat under his project. I have paid my EMI till July/Aug **** which was taken from Axis bank. Bank has given disbursed amount to builder directly. Bank threatening me to pay the disbursed amount. No communication from the builder.
Now came to know that builder is absconded or arrested under fraud scam since March ****. By seeing the progress of project status and his status, it seems that the builder is not going to deliver this flat in the near future. Due to this my mental agony increasing day by day, also with all this, I am facing serious health issues. Due to no delivery of Flat, my financial position got deteriorated. I have tried to speak with the builder to settle the issue, but not fruitful.
Contacted him through all the possible communication like emails, phone and through speed post. All communications are not working.

Previously filled consumer case (Grievance Number: ******) against bank also, but now they are harassing me. While consumer case against builder is in the process from last more than one year (Grievance Number: ******). Please help me to overcome this and getting my money.
