Electraapp Com - Mobile Phone not delivered and refund not sent

I had ordered a POCO X* pro */*** mobile phone for my daughter for her birthday. This was confirmed by me on whataap chat and money Rs **,***/- transferred from My HDFC account to his ICICI bank account on the ** August ****. The phone was not delivered. First I was told that the delivery had been delay, then the phone was stuck at the courier’s office in Meerut, then was told a new phone was being sent from Bangalore as the phone sent earlier has gone missing. That too did not reach me .After continuous follow up and calls a refund was promised. That too was not sent despite him asking for my bank details on a couple of occasions. Fed up I hired a taxi and drove down to Delhi to collect the money. I was told that he had now got Covid and hence could not meet me. Came back empty handed to Dehradun. Thereafter I have been sent photos of him in hospital and told that he was not well and would refund the money once he got better. Subsequently and repeated call , to which he did not answer he now had put me on a call barred list.
