Rukshi Career Academy Pvt Ltd - institute not returning my money

Respeted Sir/Madam
-Rukshi career academy provides class of CMA course. I contacted him on February ****, He provided me the course details, he also told me if i enroll with his institute i will get scholarship by taking admission in postgraduate course in a south Indian university or any university near to my place. Otherwise CMA course would cost *.** - *.* lakhs. As CMA institute provide scholarship to a student. It was only that offer i joined his course. Well, I paid Rs. ***** for the class in provided bank account on ** June ****. I have the pic of the deposit slip but he didn't provide me the slip of receipt.
-In September ****, when i inquired about the scholarship( by taking admission in post graduate course in any university), he told me guidelines have been changed and i wouldn't get scholarship. CMA course costs *.** -*.** Lakhs and it was out of my budget without so called scholarship.
-I told him to return my money as the promise he made was not going to be fulfilled. And i wouldn't get any scholarship. He promised me to return my money before the end of September ****.
-Since then he is constantly providing me new dates to return my money with lame excuses every month. Its been a year. I have waited too long. He is just making me fool since September ****.
