GoogleAds - Google Ads Doing Incentive Scam

So i created a new google ads account. And google ads were promising they will give **,*** rupees promo code if i spent **,*** on ads. I ended up spending **,***. And when the time came to redeem the promo code they declined it saying my google ads account was not new. They're giving reasons like the product you're using in your new ad account is used in previous ads account by someone else. When i showed them their term and conditions they've never mentioned about the product being used earlier, all they've mentioned is ad account must be new. So i lost the **k and **k all together. When i reached out to their support team they just repeating their terms and conditions. I asked them to show me where is the terms and condition about product being used. They said we can't do anything. I think they're scamming people with this incentive scam.
