Gandhi Institute of Engineering and Technology Gunupur - Fraud by private college

GIET, Gunupur which is an engineering college charged me a fee of Rs **,*** during my final year (****) for providing on-campus placement. This fee was refundable if I did not get any placement from the college. Eventually, I did not take any on-campus placement. Now I am asking for my refund but college management is not responding to my emails and phone calls. Every time they are giving silly excuses to avoid any kind of conversation.
