My client Padmanabhan Sai Krishna bearing Drivers License Number AP************* has the following issues which needs a clarification from the offices of RTO Singanayakanahalli, Yelahanka, Bengaluru.
At approx. **th August **** my client approached for renewal of his Drivers License bearing number AP************* At your offices. He was informed that the DL could be renewed online with or without aadhar card authentication. So my client has tried to renew his DL online from his mobile . The renewal did not go thru since the name format on the Drivers License and Aadhar card did not match. So he approached the offices of the Superintendent Transport Section and filed a request for name change application to match aadhar card along with n ecessary documents photocopies and Original DL Card. The name change application was accepted on **th August ****. After several visits to the RTO he was informed that the name change process was not going thru due to the parallel requirement for renewal of DL also ; which had already lapsed on **th August ****. So my client tried paying the additional fees for DL Renewal on Application number ********** . Unfortunately on that day the payment failed for Rs ***/- since my client could not login to his netbanking account on the first attempt. Subsequent attempts to pay the Rs ***/- resulted in online portal stating “try after half hour”. But it appeared to be a technical glitch because several attempts on subsequent days by my client to pay at the counters of RTO Yelahanka could not complete the payment process. Therefore a technical glitch ticket was raised bearing number ***** to resolve the issue. After several subsequent visits to the RTO Office the technical glitch ticket remained unresolved. So they jotted down the ticket number and mobile number of my client in the register to inform him later via sms when the ticket was resolved. Subsequently several emails regarding this technical glitch ticket and issue were exchanged with helpdesk-sarathi@gov.in. The help desk did reply as resolved but the issue remained as a technical glitch. Now as of legal notice date huge amount of time has been given to resolve a so called technical glitch which appears to be a departmental glitch or bad quality technical staff. On November *nd **** my client visited the RTO Offices once again at RTO Yelahanka. He was informed that the previous ticket bearing number ***** Was closed by the head office at Shanti Nagar, Bengaluru without resolving the issue. So a new complaint was raised on *nd November **** by Ms Shruti working as an executive at the Transport Section Superintendent Office regarding the pending matter.
Therefore my client needs to understand why so much delay and harassment is taking place for a simple issue like renewal of DL by fee payment. My client needs a written explanation from your department regarding the technical glitch issue of ticket number ***** not being resolved. My client also needs to know why this technical glitch ticket bearing number ***** was closed by the head office at Shanti Nagar, Bengaluru without resolving the issue ? My client needs to know when this fee for DL Renewal will be accepted and the process of DL Renewal be completed without further harassment. My client will file a police FIR after ten working days from the date of of this notice if the matter is not resolved and new DL not issued by then. My client needs a clear written reply on this issue within five working days of receipt of this legal notice. My client also needs to know why this renewal process has exceeded all specified timelines as per department rule book. In the last email communication from your department my client was told to cancel my original application number Application number ********** and re-open a new application number to resolve the technical glitch !! but he was told that the fees from old application cannot be transferred to new application !! This response alarms once again. Any written communication as a legal reply may be posted by registered post to my clients residential address “C****,*th Main,**rd Cross, Sahakara Nagar, Bengaluru **.” Several emails between helpdesk-sarathi@gov.in and my clients email id pskris****@gmail.com have already been exchanged on this issue. But my client would prefer a written reply from your department or lawyers representing your department on this issue at the above mentioned by registered post within the timeline specified failing which a police FIR will be filed. The courts will also be told about the huge amount of time given to resolve this issue. On an earlier occasion for renewal of registration of vehicle number KA** M**** my client had been blacklisted for underpayment of fees by Rs ***/- which my client had never done because logically the change of registration should not have gone thru with fee underpayment. But anyways to save time my client paid up the Rs ***/- and got the registration renewed. This seems like an accounting error at your department itself.
