Perfect Indane Distributor - Complain regarding LPG (indane) Gas Cylinder and their services

With due respect, I would like to inform you that we have received a cylinder (Indane Gas) from M/s. Perfect Indane Distributor,** Jessore rd, Basantavilla, Hathkhola more, Barasat on **/**/****. But when we opened the seal it found fully water-loaded inside the cylinder. I know its a technical fault or something else for that reason I have dialled distributer phone number several times but no one responds me. Then I informed local van refiller but he also did not pay attention from the last two days regarding the same. Next day I was called over the phone to local refiller then I was shocked for his comment. He said you can complain anywhere I did not bother. Believe me, this kind of behaviour from distributer and refiller was surprised me.
It's my humble request to you kindly look into this matter and take some necessary steps about the same.
