rayforce greentech Pvt Ltd - cheating by solar installer

I engaged this government empanelled solar installer to do on grid solar installation of **kva as per his signed quotation with a incentive of a complimentary *kva off grid solar installation.The total cost was estimated as per his quote to ****** rupees and as per the signed quotation a **% of the amount that is ****** was advanced by way of cheque payment to the solar installer in the month of **th February,****.He sat with my advance money and did nothing and was going to cheat me when I had to complaint to the Government opposition MLA who in turn complained to the minister of renewable energy and only then the monitoring agency that is GEDA issued him a show cause notice and he immediately after the show cause notice which was issued to M/s Rayforce greentech Pvt.Ltd started the shoddy work of solar installation and completed it is just two days.He has done a **kva solar installation he claims and not **kva as per his quotation and no *kva complimentary solar plant is installed and the materials used are not as per the ones mentioned as in his quotation and he claims an additional charge of some ** odd thousand as professional charges which are hidden costs and I refuse to pay and hence has refused to process my file with the monitoring agency herein GEDA .Being a empanelled solar installation contractor he has failed miserably as he was not aware of the documentations and misguided me completely.It is only when I learnt that the file was processed in the name of my departed mother that I had to move myself physically to correct the wrong that he had undertaken and only then my solar connection was possible by the Mapusa Electrical Engineer to sanction and my grid connectivity was done on the **rd of November,****.It has been observed that the solar contractor has failed to install a **kva plant as per his signed quotation and has instead installed only a **kva plant which itself is doubtful as to my limited knowledge it appears it is only *kva plant.
