Ballal Developers Private Ltd - Builder Service not provided Reticulated Gas

I have purchased, in ****, an Apartment/Flat in Janardana Heights, Temple Road, Ambalpady from the Builder - Ballal Developers Pvt Ltd, Hotel Janardan Complex, Udupi-******.
The Complex comprises of ** flats in A-Block and ** Flats in B-Block. The Builder had assured in his brochure that domestic gas will be provided to all apartments through a Reticulated Gas System
While the RGS has been provided in A-Block, the same is not provided to the ** Apartment Owners in B-Block. The Builder and the Apartment Association are now passing on the buck to each other and denying the residents their rightful facility
Legal Notice was sent to the Association and Builder in March, ****. Representatives of HPCL, in response to my RTI application visited the premises and have also confirmed that the RGS was not supplied to B-Block.
Further, the connections to do not conform to the guidelines (Clause *) issued by Petroleum & Natural Gas Regulatory Board relating to installation of Gas Meters: (*nd September, ****)
*. Gas Meter should normally be located inside the customer's premises (dry balcony or any other suitable location)
*. The gas meter shall not be installed inside a cabinet or below the cooking platform
*. The gas meter shall be installed at a proper location to facilitate safe and convenient meter reading and maintenance activities in future
