Dominos - Wrongly being charged for carry bags

As per Chandigarh consumer forum ruling against BATA free carry bags are to be provided to customers as it is essentially required with purchase of the product. When I went to Dominos, Tinsukia on **th July and purchased a few items for "take out" I was surprised to find that they had charged Rs. **.** as the carry bag charges [Invoice No. *****/**/***** for Rs. ***.**]. I told them about the Chandigarh consumer court ruling that they cannot charge for the carry bags.
However, they didn't pay any heed and told me that they were charging as per instructions of their management. I recorded my displeasure on their feedback register. It is not the question about the amount charged but why this unfair practice? I am attaching the following:-
