Uncommon Gifts - Wrong Package Wrong package was rusty old and missing items

I placed an order at uncommon gifts on March **, ****. They asked me to choose an alternate color for the windchime, that I had ordered. I choose a different color. I received another wrong windchime, rusted and broken instead of the one which I ordered. I complained to them on *th April stating that the order was wrong, after a lot of phone calls and messages. They promised me that they would refund my money. It's been a month. They keep telling me that they would refund me whenever I texted them. It's been more than a month, they haven't refunded my money nor have replied to my message.
