Hetal fashion - Wrong package delivered

I have ordered for a white abarkhali dress via siya named seller. She has sent a blue dress instead of white. The package has come from Surat, Gujarat. When checked with the tracking number it shows the dress has come from hetal fashions, Surat. I want my money back or else I want a return of my package. She said there is return and exchange. She gave a number but when I call them back they are not responding and she has blocked me on messenger.
