Diya Baati - Wrong item delivered

I had ordered for a lengha from Diya Baati website. My order no was *****. I paid Rs *** as COD to blue dart courier at time of delivery . On opening the parcel I found an old tattered saree. Which is not worth even ** Rs. There was a * day return policy so immediately I booked for return of parcel on the same day that is **/**/** and also put an email to them for refund and return but they have not collected the parcel nor have they refund the money to me. This is a fraudulent website and I want to now approach the consumer forum . Please help me.
