Tulsi Trendz Online - Wrong item delivered & now there is no response

Please Help
I had ordered beige & green color designer semi-stitched embroidery work anarkali suit worth Rs. **** (C.O.D) on */**/** from https://tulsitrendz.in/ . Order No #****. I have been sent a wrong item (PFA Photo) which was delivered on **/**/****. I have mailed about it & asked for return & refund on ** & **th July ****. There has been no response yet. Toll Free no ********** mentioned on https://tulsitrendz.in/ doesn't seem to work. If bell rings no one takes call at other times its all busy.

I have called local police station to request for an action, (Katargram Police Station contact : ****-*******) Mr Namdev Bhai took call & blamed me for shopping online and said he will call tulsitrendz on contact no. given by me. If he gets a response over phone he will get back to me otherwise he can't do anything about it. That was upsetting.
Please HELP !!
