Vapemonk in - Wrong and Cheap package delivered

I ordered an Elfbar BC ***** Vape from their site https://www.vapemonk.in/.
I didn't receive any confirmation email or details. Hence I couldn't contact them earlier.
I chose CoD as an option. When I opened the package, I got a cheap Charcoal roll worth ₹ ***/-.
When I tried to contact them there's no way to contact them.
This is a fraudulent. Kindly help or let me know whom to contact or what action I can take against them as I also have their 'return to source' address.
