RESIDENTS WELFARE ASSCIATION LANDMARK TOWER 1 VARANASI - WATER AND ELECTRICITY OF MY FLAT WAS SHUT FROM A MONTH

I have purchased a flat through VDA official website vide ref no. VDA-**-**/Resi/** dated **.**.**** Flat no. D-*/*, Landmark Tower *, Varanasi. Sale deed in respect of the flat was executed on **.**.*** and possession was obtained on **.**.**** in the name of Tripti Singh D/O Surendra Prasad Singh.
However water and electricity connection has not been restorted to the Flat taking plea that VDA has not deposited common area maintenance charges. That I am liable to pay CAM w.e.f. date of possession and not for the period before that. Any pending CAM should be recovered from VDA, since VDA was the owner of the Flat. Therfore kindly solve my sitaution as sson as possible.
