BBMP - Want refund of excess amount of property

I am a senior citizen aged ** years as on date and had paid property tax of Rs. ****/- on **/**/**** vide Challan No. ********. However, I got the property tax receipt for Rs. ****/- only dated **/**/**** vide receipt no. ***********. Even after multiple visits to the BBMP office, I did not get a refund from them. Finally, I gave a written complaint to them when the excess amount was not offset while paying property tax for the next year in April **** which was duly acknowledged by both Joint Commissioner office and ARO office dated **/**/****. Copy of the letter has been attached herewith for your reference. I once again gave another written complaint on **/**/**** which has also been duly acknowledged by both Joint commissioner and ARO office (copy of the letter has been attached for your reference). I was told that the excess amount will be offset while paying property tax for the year **** in April. But the excess amount was not offset even in April **** and I was asked to wait for * more month stating that the same would be done by **th May ****. However, even after waiting till **/**/****, the excess amount was not offset in their website while paying property tax for ****-**** and I ended up paying Rs. ****/- as against Rs. ****/- thus losing out Rs. ***/- on rebate which I would have got had I paid the tax by **/**/****. Even this year, in the BBMP website, the excess amount is not being offset in the payment of property tax for ****-****. Hence, I have decided to file an online complaint in consumer forum through your organisation. I request you to take up my case and arrange to get me the following :
*) Refund of Rs. ***/- excess amount of property tax paid in April ****.
*) Interest at **% on Rs. ***/- starting from **/**/**** till the date of refund of the above amount to my a/c. For * years, the interest amounts to Rs. ***/- as on date.
*) Refund of Rs. ***/- excess amount of property tax paid in May **** as I lost the rebate for no fault of mine.
*) Interest at **% on Rs. ***/- starting from **/**/**** till the date of refund of the above amount to my a/c. For * year, the interest amounts to Rs. **/-
