Kansas Overseas Careers Chennai - Visa process fee collected from candidate ineligible for Permanent Residency

My first visit to Kansas was two years ago. Though we were not eligible to apply even, Kansas sales staff persuaded us to pay the full process fees. A month ago, i went again to process only for myself. The staff said i was eligible on my own and asked me to pay a process fee of ***** immediately, which I paid. They make me sign an old aggreement which did not have even updated details of my new application for PR. Later I found that i was ineligible. The staff are evasive and have not responded to my emails to return the money. My question is, why is the full process fee collected from people before their eligibility is certain. It amounts to cheating. We can pay consulation charges. Thats fair. But process fees comes to more than the PR fees collected by the Canadian Government. They should return my money.
