VGP Housing - VGP housing not refund the amount

I am from Ramanathapuram district.
Few years back my father invest some amount in VGP housing to get the land.Due to some reason he cant complete it full.

After several years i have contact VGP housing chennai office first.They gave one person contact number .Particular person ask the send the original bills and passbook. I sent to VGP office with all the original document and passbook.

He asking some days to verify the documents.After that he told me to send the cheque (in the name of my father).

whenever i called him, he told today i will send the cheque.

After some days, he told your father purchased a land near to tirunelveli.So i ask my father to talk with him.After that he convinced and he will send the cheque.

(Note : we not get any land from VGP, But he was lying )

*.When i contact him first time, he told they will give interest for the amount(After sending documents he told we not told like that)
*.After send the documents, he told they will deduct some amount from the total amount(after some conversation he ready to pay full amount)
*.After some days he told my father purchased land using the bills(after my father clarification he convinced and ready to send the cheque).
Till now i contact him and VGP office, they not gave proper answer.
