Vespa - Vespa scooter with no registrain after one year half passed

Dear sir,
Last year *.**.**** i have purchased vespa scooter from one of the shooroom from Ponda,Goa.
Till today they are unable to do the vehicle registration.
Giving reasons that scotter number having issue etc.
Its a bad name for the vespa company that customers are not satisfied with the commercial aspects of the company & dealers.
Pls take this serious as RTO is taking decision of this.
Request pls help on this or as a compensation the vehicle needs to be given free of,due to customer is suffered from last six moths.
