Propolish - Used Damaged product sold,

today i received the product Propolish by courier, but it was almost empty and seemed to be used one. I tried calling them and sending sms also, but no reply. The number is always switched off or not reachable. And now i saw so many people who faced same problem like me, its seems we all have been cheated.
is it not possible to collectively file formal complaint against such cheaters ???
any suggestions or leads ??
the amount of ***/- may not be big, but its our hard earned money, and at least we can stop them from cheating other people.
