Monster india - Uninformed payment

**-aug I got call from HR from Monster India (Informed on call) and asked me if I had applied for jobs on their website which obviously I did. Now, that person told me to help in find job by arranging interview in TATA company. If I got selected then I have to pay approx ***rs to upgrade my profile to premium version on monster India. (HR didn't said anything regarding other payment to make in future)
Exactly that happened and I paid amount as soon as I receive my joining later. Up to this point everything was going fine but now, recruiter asked me to pay ****rs refundable as security amount for agreement which I paid. Also, their company will create my bank account for salary, it is free but I have to pay account opening maintenance charge of ****rs which could be withdraw directly from ATM once I receive my bank passbook and ATM card. Along with these thing a company will also provide me accessories like laptop & charger. From joining later to bank A/c process was done in single day.
all items were to deliver at my location on next day (**-Aug) but didn't, When I asked recruiter, he said I already informed them but reason is unknown. That courier was reschedule to **-Aug.
On **-Aug, until afternoon both Monster India HR and Recruiter were unavailable. As soon as I got connect with Monster India HR, that person told me due to festival they might be on half day or leave. But I got reply from recruiter after contacting with HR. Now suddenly both were available. Then I told recruiter that he wasn't answering my call and he replied my phone is submitted in office (but he was answering on same WhatsApp number, how's that possible?). Soon after that courier boy called me and asked me service tax number to verify my profile but I didn't had that so I called recruiter and he told to make payment to generate Service Tax number. It was *rd time when uninformed payment asked to make immediately. This time I didn't make it and told recruiter to redirect courier boy to my location but he refused to interfere and told me to contact directly courier boy. So, I contacted courier boy and told him to come to my location and get his verification details as he handover items but he refused and said you have to first give me verification on call only then I will come to your location, otherwise it will be waste of my time.
I didn't make payment for several minutes and recruiter directly called me in conference call (Now he is directly involving in matter which he refused early!) and asked to speak what happened. I said "I am making payment. also, you refused to inform courier guy so I told him to come to my location and by the time he will arrive I will be done with payment. At this moment, courier boy was about **km far from my location as he confirmed on call and didn't move since last one hour. Now, recruiter refused to do this and asked me to pay first or he will return courier. I completely agreed with him to return courier boy.
