Travel Toogle - Travel Agency for Flight Booking

I want to book a holiday trip, So i have contacted Travel Triangle Agency. I have sent request then its third party (Travel Toogle) has sent me some quotation from executive (Diksha). I have agreed for that before i need to confirm for flight booking and for passport.
I have told to diksha that i have not passport so she told me that sir, you apply the passport then we can book the flight. so, i have applied the passport and sent her photo of applied passport along with Rs. ***** and after * days she told me that airlines has changed rule that after passport we can book. So after that i have told her that give me money back i am able to book the ticket after passport available.
Then after she told me that Travel Toogle will deduct **** +GST per person cancellation charge.
So, i don't want to give any cancellation charge because she told me about she can book flight after passport apply.
