Arsh Hyundai Sion - Transfer of Vehicle ownership

I have purchased pre-owned Hyundai Grand i** Asta Automatic car from Arsh Hyundai Sion, Mumbai. at an agreed amount of Rs.*,**,***/-
On **.**.**** booking amount paid Rs *,***/-
On **.**.**** paid Rs. *,**,***/-
On **.**.**** paid Rs. *,**,***/-
On **.**.**** paid Rs. **,***/-
took delivery of car on **.**.****
The dealer agreed to do transfer of ownership on my name & accordingly took my adhar card, pan card.
Five months have passed but still RC is not transfered on my name. I repeatedly called the person working there Mr. Jagnanath as well as Mr. Thaper but they are giving false assurance that next week me ho jayega and this and that.
I have purchased vehicle so that I can get vehicle allowance of Rs. ****/- per month from my employer after showing ownership documents. But since RC is not transfered on my name, I can not claim that allowance. So from * months I am loosing Rs. **,***/- due to negligence of the agency
