Shree Narayan tours and travels - Train ticket refund is still with Travel agent

Hi ,
Thank you voxya for providing this platform.
This is the first time ever there is need for me to file a consumer complaint.

So My mom and my aunts had booked train tickets in Feb **** to travel from Pune to Mount abu( to and fro tickets) through a travel agent .Travel agency- Shree Narayan tours and travels ,sinhgad road pune.
Train travel was scheduled for month of May.
Booking train tickets through a travel agency means ;we give money +some comission to our to travel agent and then he books the ticket from his account.
But as we all know due to covid situation it got cancelled. Now the refund amount has been credited to travel agent's account . And guess what? He is just not receiving any calls.
I have tried calling them multiple times have sent email also but no response.
I belong to a middle class family and really need my money back.
