GSK World Travels - Tourism Banned due to Coronavirus

My Trip was planned from **-Mar to **-March to Andaman.
But we came to know on **th that the government is banning all tourist activities in Andaman from **th to **th April, the same we communicated to the Owner of travel agency GSK World travel, post which the mobile number got switched off.

Next-Day Morning I had a word with Mr. Gaurav, he said to me that yes there is some news but not confirmed yet.

On the call he conformed me below things:
*) We can fight when the flights are banned or natural calamity. (Which is the case now - Government banning all tourists from **th)
*) Mr. Gaurav was explaining to me that we can ask hotels for refunds only when the tourist and the flights have banned - This is what the case is all tourist have been banned now. Why are we not fighting with them and not refunding me my money?

Now, After few days, I receive an email that we will charge you cancellation fees of **k and the rest amount can be used in the future for the same Andaman trips. Now i dont understand the below things?
*) Why is the cancellation amount charged when the same has been canceled by the government. Where am I at fault here?
*) Let's say in case I agree on the cancellation charges amount then why is the rest amount adjusted for the future? I don't want to use the amount in the future, I would like to have a refund for the same.
*) Why is GSK world travel not compensating for the hotel payments of **,**,**,** and other services which you would have not been able to serve? Why would I pay for these, when the government has only banned.

*) He was explaining to me that we can ask hotels for refunds only when the tourist and the flights have banned - This is what the case is all tourist have been banned now. Why are you not refunding me my money?
   
Now, After few days, I receive an email that we will charge you cancellation fees of **k and the rest amount can be used in the future for the same Andaman trips. Now I don't understand few things here?

Now when I asked the owner of the company that does share me the written statement of the hotels that they will not be refunding money, he is shying away from doing this and just telling me that it is against the company policy and they are not only refunding money and do whatever you want.  
The owner of the company talks to me by some other name as an agent.
