mens collection 1 on Instagram - Taking hidden charges and not refunding for order

they are selling jeans on Instagram.
when i asked the amount of one jeans he said ***/- Rs. is the price.
i paid him via Google pay but later he asked me to pay shipping charges Rs. ***/-
as this is not affordable so i asked to refund my ***/- Rs. but he denied and said Refund policy is not available.
Please help me.
this is not the question of *** Rupees but there can be many others which are getting scammed by their schemes.
